Pest Control Products Regulations

The new Pest Control Products Act (PCPA) came into force in June 2006. The Act and the Regulations are administered by the Pest Management Regulatory Agency (PMRA) within Health Canada. The PMRA has pre-market assessment and enforcement roles: products are evaluated for their viability in terms of environmental impact, toxicology, exposure to humans, chemistry and efficacy.

Pesticide products are characterized by:

  • Use-site category
  • Type of use
  • Formula type
  • Target population

Submissions are categorized by the amount of material required to properly assess the product: categories range from ‘A’, a new active ingredient, or a new use for an active ingredient, to ‘D’, amending or renewing product registrations in addition to amendments within other PMRA programs. The data requirements vary widely between submissions.

The PMRA also regulates importation, performs post-registration re-evaluation on actives, and facilitates incident reporting and reporting of sales information. At the provincial level, provincial governments have responsibility for administering additional programs.
